CDCS Options

On October 1, 2004, the State of Minnesota introduced a new service delivery model for the Consumer Directed Community Supports (CDCS) service option, which is available under all waivers programs. CCP is committed to continuing our delivery of Consumer Directed Services to all individuals with differing needs and abilities.

In choosing an option under CDCS, individuals decide how much responsibility they want to take on and how much they want CCP to do. With each option, CCP will work with as a partner in understanding and managing the details.

Individuals who choose the CDCS option, must have a FSE provider and then choose to manage their resources and employees utilizing one of the three service options below. These three options offer the individual a range of involvement and responsibility.

What is a FSE (Fiscal Support Entity)?

A Fiscal Support Entity is an umbrella agency, who is able to bill the state and reimburse vendors for services/support provided to the individual. The FSE is responsible for issuing reports to the individual so they can responsibly manage their resources.

What are the three options?

  • Agency with Choice — The individual chooses an agency to act as the common law employer. The agency hires support staff chosen by the individual, as long as the staff meets the necessary employment requirements, set forth by the agency. The individual is considered a dual employer with the agency because they supervise and direct the day-to-day activities of the staff that they have chosen to support them.
  • FEA (Fiscal Employer Agent/Payroll Model) — The individual is the common law employer, but chooses an agency to act as their Fiscal Employer Agent. The individual can have the FEA act on their behalf for such things as withholding, filing and paying taxes, administering payroll, processing employee related invoices, and other employer related functions.
  • Cash Grant — The individuals assumes the most responsibility in the option. They are the common law employer and simply receive reimbursement for services delivered from the FSE (Fiscal Support Entity).
